Finding a balance between the interests of these three parties: Patients (healthcare insurance participants), financial providers (healthcare insurance agencies), and hospitals (providers of medical services) is truly challenging. This leads to ineffective utilization of healthcare insurance resources, unless there are monitoring activities to oversee the use of healthcare insurance resources and the quality of healthcare services provided to insured patients by public hospitals.
