Examining the Effectiveness of Risk Management Strategies on Project Performance: A Case Study of the Lusaka Road Rehabilitation Phase Two Project

Author(s): Shaft Muntanga, Dr. Chibomba Kelvin

Abstract:

This study examines the effectiveness of risk management strategies on project performance in the Lusaka Road Rehabilitation Phase Two Project in Lusaka, Zambia. It investigates the risk management approaches used, their influence on project timelines, costs, and implementation outcomes, and the challenges that limit effective risk control. The study adopted a case study design and a mixed-method approach, involving 100 purposively selected participants. The findings indicate that mitigation and avoidance were perceived as the most effective risk management strategies and the strongest contributors to project performance. Overall risk management effectiveness demonstrated a strong positive relationship with project performance (r = 0.732, p < 0.001). Mitigation, transfer, and acceptance also showed positive relationships, although acceptance made the weakest contribution. The study further found that 61% of respondents reported successful achievement of project objectives. However, implementation was constrained by inadequate training and skilled personnel (68%), budget limitations (65%), poor coordination (58%), regulatory delays (52%), and inadequate risk management tools (42%). Budget constraints were rated the most severe challenge, while only 33% of respondents considered available resources fully adequate. The study concludes that risk management strategies, particularly mitigation and avoidance, can improve infrastructure project performance.

Nevertheless, successful implementation requires sufficient resources, strengthened stakeholder coordination, technical capacity development, and consistent risk monitoring throughout the project lifecycle. The study recommends integrating risk management into every project phase, improving staff training, strengthening communication among stakeholders, and allocating adequate budgets for risk identification, response planning, and continuous monitoring. These measures address financial, regulatory, operational, and coordination risks affecting road rehabilitation projects in Zambia.
