The Role of Technical Innovation in Developing Human Resources Management: An Applied Study on the General Directorate of Health Services, Ministry of Defense, Kingdom of Saudi Arabia

The purpose of this study was to examine the role of technical innovation in developing Human Resources Management in General Directorate of Health Services, Ministry of Defense, Kingdom of Saudi Arabia. The study focused on two dimensions of technical innovation: process innovation and service innovation. Data were collected from employees working at the General Directorate of Health Services, Ministry of Defense using a structured questionnaire developed for this purpose. The study population consisted of 567 administrative employees, from which a stratified random sample of 362 employees was selected. A total of 362 questionnaires were distributed, of which 333 were valid for statistical analysis. The study employed the descriptive-analytical approach to describe the study variables and examine the relationships and effects between technical innovation and the development of Human Resources Management. The findings indicated that technical innovation had a statistically significant effect on the development of Human Resources Management. Furthermore, the results showed that both process innovation and service innovation contributed significantly to the development of Human Resources Management. Based on these findings, the study recommended giving greater attention to technical innovation and strengthening its integration into Human Resources Management practices. It also recommended enhancing employees' technical and digital competencies through continuous training and developing technology-based HR services and processes. In addition, greater coordination between HR and technical departments was recommended to ensure that technological solutions are aligned with organizational and human resource requirements.
