Examining the Effectiveness of Mopani Copper Mines' Supplier Development Program on Local Value Chain Integration: A Case Study of SMEs in Kitwe

Abstract:

This study examines the effectiveness of Mopani Copper Mines' Supplier Development Program (SDP) on local value chain integration for Small and Medium Enterprises (SMEs) in Kitwe, Zambia. Against a background where mining multinationals face pressure to generate local economic benefits and transcend the "enclave economy" syndrome, the research sought to determine whether Mopani's SDP fosters meaningful and sustainable SME integration or merely sustains dependency. The study pursued three specific objectives: to assess the program's effect on SMEs' operational capacity and compliance standards; to examine its influence on financial viability and contract award value; and to determine the extent to which it enhances market diversification and long-term sustainability beyond Mopani. Employing a descriptive case study design, the research collected quantitative data via structured questionnaires from a purposively and randomly selected sample of 50 SMEs in Kitwe. The findings reveal that the SDP is highly effective in building operational capacity and compliance, with 70% of SMEs reporting full or largely improved compliance and an average revenue increase of 40.82%. However, the program falls short of fostering sustainable independence. Despite increased contract awards, SMEs face persistent challenges, including delayed payments, high operating costs, and limited market diversification, with only 46% achieving high success in entering new markets. The study concludes that while the SDP successfully creates a capable and compliant local supplier base for Mopani, it ultimately cultivates a state of sustained dependency by failing to address structural financial barriers and power asymmetries, thereby limiting broader economic resilience and diversification for local enterprises in Kitwe.
