Assessing the Effectiveness of Continuous Professional Development in Enhancing Administrative Efficiency: A Case Study of Human Resource Management Officers at Mansa Municipal Council

Abstract:
Professional growth is a vital facet of every profession. Therefore, this study aimed to assess the effectiveness of continuous professional development (CPD) at Mansa Municipal Council. The study employed a mixed-methods research design that combines quantitative and qualitative approaches to provide a comprehensive understanding of the impact of CPD initiatives. The quantitative component utilized a stratified random sampling technique to select a sample of 80 administrative staff from a diverse range of departments within the council, ensuring representativeness across experience levels and job functions. Data collection was carried out through structured questionnaires featuring Likert-scale items to measure variables such as frequency of CPD participation, perceived improvements in administrative skills, productivity, and overall efficiency, with the questionnaires validated for reliability through pilot testing. The questionnaires' data were analyzed using descriptive statistics to outline participation patterns and inferential statistics, including Pearson correlation and multiple regression analysis, to determine the strength and significance of relationships between CPD engagement and administrative performance indicators. The qualitative interview transcripts were subjected to thematic analysis, revealing common themes such as increased competency, adaptability to organizational changes, and motivation stemming from continuous learning. The results indicate a significant positive correlation between active engagement in CPD activities and enhanced administrative efficiency, manifested through improved accuracy, timeliness, and problem-solving capabilities. Furthermore, qualitative findings support the quantitative results by illustrating how CPD fosters a proactive work culture and professional growth, ultimately leading to more streamlined administrative processes.
