Factors Affecting Employee Engagement with the Organization: A Study at Selected Departments in Ho Chi Minh City

Abstract:
This study is grounded in Maslow’s Hierarchy of Needs (1943), Alderfer’s E.R.G. Theory (1969), and Herzberg’s Two-Factor Theory (1959) and previous research on employee engagement. Based on this theoretical foundation, a research model was proposed with six factors influencing public servants’ engagement. An exploratory factor analysis (EFA) was conducted using a sample of 236 public servants from four departments in Ho Chi Minh City, including the Department of Education and Training, the Department of Culture and Sports, the Department of Health, and the Department of Labor, War Invalids, and Social Affairs. The results of EFA and reliability testing indicated a revised model with four main factors: Work Environment, Training and Development Opportunities, Nature of work, and Relationship with Direct Supervisors. Regression analysis confirmed that all four factors have a positive impact on organizational engagement. Accordingly, the study proposes several managerial implications to enhance public servants’ engagement in the public sector.
