Perspectives of Scientific and Technological Cooperation in the Arctic among Non-Arctic Countries

Abstract:
The Arctic region has emerged as a key area of scientific and technological interest due to its strategic importance, climate sensitivity, and rich natural resources. Non-Arctic countries, including China, India, and other BRICS nations, have increasingly sought to engage in research and innovation initiatives in the Arctic, aiming to advance knowledge, develop technology, and contribute to sustainable regional development. This paper reviews the current state and potential of scientific and technological cooperation in the Arctic among non-Arctic countries. The study identifies major collaboration areas such as climate and environmental research, maritime and navigation technologies, renewable energy, and sustainable resource utilization. Challenges associated with geopolitical tensions, environmental protection, and infrastructure limitations are also examined. The findings highlight opportunities for enhancing cooperation through joint research centers, international agreements, and technological innovation. This study provides a foundation for policymakers and researchers to strengthen non-Arctic participation in Arctic science and technology.
