Design and Development of Telemedicine in Zambian Healthcare

Abstract:
Telemedicine refers to the delivery of medical care and provision of general health services from a distance. Telemedicine has been practiced for decades with increasing evidence proving its potential for enhanced quality of care for patients, reduction in hospital readmissions, and increase in savings for both patients and providers. The COVID-19 pandemic has resulted in a significant increase in the reliance on telemedicine and telehealth for provision of health care services. Developments in telemedicine should be structured as complements to current health care procedures, not with the goal of completely digitizing the entire health care system, but rather to use the power of technology to enhance areas that may not be working at their full potential. At the same time, it is also clear that further research is needed on the effectiveness of telemedicine in terms of both financial and patient benefits. We discuss the current and rapidly increasing knowledge about the use of telemedicine in the United States, and identify the gaps in knowledge and opportunities for further research. Beginning with telemedicine’s origins in the United States to its widespread use during the COVID-19 pandemic, we highlight recent developments in legislation, accessibility, and acceptance of telemedicine. The research was addressed by the following objectives; To design and develop a patient user interface for medical consultations on the virtual clinic platform; To design and develop an admin user interface for consoling, checking patients health records, and all available appointments with patients; To design and develop a database system to manage all the details of patients visiting the virtual clinic by the healthcare system administrators. The COVID-19 pandemic is one of the issues that posed challenges to medical-care delivery with practices such as social distancing and self-quarantine in effect toward reducing the spread of COVID-19 especially for outpatients’ medical practitioners, and due to lack of medical resources such as PPE. Fortunately, there is technology to strengthen our health care system for patients and medical practitioners. These will offer an invaluable tool for facilitating timely and safe patient communication and delivery of medical-care services during the COVID-19 pandemic. This research paper explores the field of telemedicine and its significant impact on healthcare delivery. Telemedicine, defined as the remote provision of healthcare services using information and communication technologies, has emerged as a transformative solution to bridge the gap between patients and healthcare providers. This paper provides an overview of telemedicine's historical development, its various modalities, and its potential benefits and challenges.
