E-Procurement: Challenges and Policy Directions in Vietnam

Abstract:
E-procurement in Vietnam has witnessed significant development in recent years; however, it still faces numerous challenges related to infrastructure, legal frameworks, security, and user experience. This paper identifies and analyzes the benefits, barriers, and key factors determining the successful implementation of e-procurement in the Vietnamese context. The findings indicate that e-procurement offers considerable economic, operational, and governance advantages. Nonetheless, its effective deployment requires comprehensive solutions to address technological, organizational, legal, and environmental challenges. Despite strong governmental support and substantial market potential, the adoption of e-procurement in Vietnam continues to encounter various obstacles that must be resolved through coherent policies and synchronized measures.
