Collaborative Approach in Land Consolidation Implementation as an Effective Scheme for Achieving Comprehensive Planning

Abstract:

Land consolidation is an important instrument in land development to increase land value and spatial order. However, its implementation is often hindered by the slow development of Public Service Units (PSU) on the consolidated land, potentially diminishing public trust. This research analyses the collaboration mechanisms among stakeholders to expedite the development of PSU. With a qualitative approach and case studies at several land consolidation locations, data were collected through interviews, FGDs, and document analysis. The research results show that the synergy between the Ministry of ATR/BPN, Bappenas, the Ministry of PUPR, the Directorate General of Taxes, the Ministry of Home Affairs, and the private sector is the key to the success of land consolidation implementation. The proposed collaborative innovation includes integrating PSU development programs with regional priorities and strengthening the institutional coordination team. Case studies in Bantul Regency and Pekalongan City demonstrate the effectiveness of this model in accelerating infrastructure provision. The research concludes that a collaborative approach can optimize land consolidation outcomes, with the main recommendations being to prepare technical collaboration guidelines and strengthen commitments among stakeholders.
