Abstract:
Monitoring and Evaluation (M&E) play a central role in ensuring the effectiveness, efficiency, and accountability of development projects. This paper critically examines the strategic importance of M&E in guiding policy decisions, optimizing implementation approaches, and measuring the impact of interventions across diverse sectors. The study identifies key challenges hindering effective M&E, including funding delays, lack of transparency, weak monitoring systems, limited community engagement, and human capacity gaps. It further explores how factors such as the strength of M&E teams, political influences, monitoring strategies, and stages of the project lifecycle affect project outcomes. The role of technological advancements is assessed in enhancing data accuracy, timeliness, and evidence-based decision-making. The paper concludes by emphasizing the need for robust, inclusive, and adaptive M&E frameworks that not only support sustainable development but also align with community needs. Strengthening M&E systems through stakeholder collaboration and adoption of best practices is vital for fostering accountability, learning, and long-term project success.
