Examining Effectiveness of Government Strategies in Facilitating Community Development: A Case Study of CDF Supported Water and Sanitation Projects in Schools in Kafue District

Abstract:
This study examines the effectiveness of government strategies in facilitating community development through the Constituency Development Fund (CDF), focusing on water and sanitation projects in Kafue District, Zambia. The main objectives are to assess community participation levels in CDF projects, evaluate awareness and accessibility of the CDF among community members, ascertain disbursement patterns, and determine how CDF allocations improve access to water in schools. A descriptive case study design was employed, targeting CDF committees and citizens in Kafue Central Ward. Using judgmental sampling, a sample size of 80 participants was selected, comprising 20 CDF committee members and 60 community members. Data were collected through questionnaires and interviews, featuring both closed and open-ended questions to gather quantitative and qualitative information. Quantitative data were analyzed using SPSS software to generate descriptive statistics such as frequencies, percentages, means, and standard deviations. Qualitative data were manually analyzed through content analysis to identify recurring themes and insights. The results reveal a gender disparity in CDF participation, with males constituting 60% and females 40%. While 66.3% of respondents are aware of the CDF, participation in project planning and implementation remains low, hindered by factors like party patronage (57%) and poor communication (33%). Despite these challenges, the study found that CDF-funded projects have positively impacted access to water and sanitation services, particularly in schools. Statistical analyses indicate a significant relationship between CDF activities and improvements in basic services. The findings suggest that while the CDF has potential as a tool for enhancing community development, increased community involvement, better information dissemination, and strengthened accountability mechanisms are necessary to maximize its effectiveness.
