Development of an Innovative Educational Interactive Mobile TLE/TVE Web-Based Application: Technology Diffusion

Abstract:

This study introduces an innovative Educational Development System (EDS) as a mobile web-based application designed for TLE/TVE learners. Utilizing theories of behaviorism, cognitivism, and constructivism, the EDS app addresses challenges in modular learning such as student engagement and accessibility. The descriptive quantitative data and correlational research methods quantitatively used to evaluate 400 respondents (students, teachers, ICT experts) in the Division of Southern Leyte, Philippines. A modified Likert’s Scale evaluative tool designed after ICT platform elements from TAM and UTAUT model served as the main bases of assessment. Simple percentages, weighted means and SD were mainly used in the analyzing profile of respondents and development value. Finding suggested that the proposed EDS – TLE/TVE interactive platform website were development-wise operational and functional in terms of technical requirements, design and features, operations and functionality, with low treat to safety and security. EDS – TLE was highly effective in terms of visual design, feedback mechanism, assessment items, and navigation feature, and content design perceived at comparative norm. It was also highly accepted as to performance expectancy, effort expectancy, social influence, facilitating conditions, behavioral intention, and use behavior. Interdependently, Grade 10 modules for Cookery, and ICT were strongly considered very effective and highly acceptable. Findings show the application is effective in operations (AWM = 4.84) but highlights security concerns (AWM = 3.30). Acceptability measures such as performance expectancy and behavioral intention ranked highly (AWM > 4.56). Recommendations advocate for further integration with blended learning infrastructures and policy support to enhance its adoption.
