Abstract:
This paper presents a comprehensive framework for integrating Clean Development Mechanism (CDM) regulations into role-based compliance models tailored for energy infrastructure projects. Recognizing the complexity and multifaceted nature of regulatory adherence in these projects, the study emphasizes the importance of assigning clear, role-specific responsibilities to ensure effective compliance with CDM’s stringent environmental and procedural requirements. By systematically mapping regulatory tasks to distinct project roles and embedding accountability mechanisms, the proposed approach enhances clarity, operational efficiency, and risk management. The integration is further supported by digital tools and standardized processes that facilitate monitoring, reporting, and stakeholder coordination. This framework not only strengthens project governance and regulatory adherence but also contributes to broader sustainability and climate change mitigation goals. The findings offer valuable insights for policymakers, project managers, and practitioners aiming to align energy infrastructure development with evolving environmental regulations and sustainable development objectives.
