Empowering Local Economies: A Scalable Model for SME Data Integration and Performance Tracking

Abstract:

Small and Medium-sized Enterprises (SMEs) play a vital role in driving local economic development, job creation, and innovation. However, many SMEs, particularly those in underserved or resource-constrained regions, struggle to access, integrate, and utilize data effectively for strategic decision-making and performance tracking. This paper presents a scalable and context-sensitive model designed to empower local economies by facilitating seamless data integration and performance monitoring for SMEs. The model addresses key challenges such as fragmented data systems, low data literacy, and limited access to affordable business intelligence (BI) tools. The proposed model operates on three interconnected pillars: (1) Data Integration Infrastructure, which promotes the adoption of open-source, cloud-based systems capable of consolidating disparate data streams; (2) Real-Time Performance Dashboards, offering SMEs user-friendly, customizable interfaces for tracking financial health, operational efficiency, and market trends; and (3) Capacity Building and Local Support Networks, including training modules, peer mentoring, and technical assistance tailored to the digital maturity levels of different enterprises. Drawing on a combination of systems thinking, digital equity principles, and economic resilience frameworks, this research incorporates insights from pilot projects across local economies in both developing and developed countries. The findings highlight the model’s effectiveness in enhancing SME competitiveness, improving resource allocation, and enabling data-driven growth strategies. Importantly, the model emphasizes adaptability—ensuring scalability without compromising contextual relevance. This study contributes to the growing body of literature on digital transformation for inclusive economic development and provides practical guidance for policymakers, development organizations, and technology providers. By bridging data capability gaps, the model fosters a more equitable digital economy where SMEs can thrive and contribute meaningfully to sustainable local development. Future work will involve empirical validation and expansion of the model across industry sectors and geographic regions.
