Abstract:

This paper explores the optimization of resource allocation and compliance engineering in retrofit and brownfield turnaround operations within industries such as oil & gas, petrochemicals, and utilities. It discusses the operational complexities of these projects, emphasizing the need for efficient resource management and strict adherence to regulatory standards to minimize downtime, ensure safety, and improve overall performance. The paper examines theoretical frameworks and models that integrate resource allocation with compliance engineering, focusing on the application of digital technologies, real-time data analytics, and simulation tools. These technologies enable dynamic adjustments to resource allocation, helping to meet both operational demands and regulatory requirements in real time. Through case studies and industry examples, the paper highlights how these models can lead to significant improvements in project execution. The study concludes with strategic recommendations for industry practice and outlines future research directions, including the use of AI, machine learning, and digital twins, further, to enhance resource management and compliance monitoring in brownfield operations.
