Abstract:
Smart transportation networks, driven by advancements in intelligent infrastructure, Internet of Things (IoT), and data analytics, present significant opportunities to enhance urban mobility, efficiency, and sustainability. However, the increasing complexity and interconnectivity of these systems also introduce heightened regulatory, operational, and cybersecurity risks. This paper proposes a comprehensive conceptual model aimed at enhancing regulatory compliance and risk controls within smart transportation ecosystems. The model integrates key regulatory frameworks, real-time data governance, automated compliance monitoring, and adaptive risk management mechanisms. It emphasizes the role of blockchain technology, artificial intelligence, and digital twins in ensuring transparency, accountability, and responsiveness to emerging threats and regulatory changes. The proposed model fosters collaboration between stakeholders—including governments, technology providers, and transport operators—while aligning smart transportation innovations with ethical standards, data protection laws, and public safety regulations. Through a synthesis of theoretical underpinnings and practical design principles, the model provides a foundation for future policy development, system architecture, and strategic implementation in smart mobility governance.
